Climate Change and Development

Development progress has stalled in many countries due to sluggish economic growth, rising fragility and conflict, and the lingering effects of the pandemic. Today, approximately 700 million people worldwide continue to live in extreme poverty. Climate-related disasters further exacerbate these challenges, disrupting livelihoods, driving unemployment, and reversing hard-won development gains.

As the world’s largest multilateral provider of development and climate finance, the World Bank Group (WBG) is committed to supporting developing nations in achieving their socio-economic objectives, which increasingly include enhancing resilience to climate change. Through a country-led engagement model, the WBG ensures that its support aligns with each nation’s strategic priorities and long-term development goals. The WBG’s Climate Change Action Plan (2021-2025) outlines a comprehensive strategy to help countries reduce climate vulnerabilities and transition toward low-carbon economies in a way that reinforces sustainable development.

The World Bank’s Climate Support Facility

Established in 2020, the Climate Support Facility (CSF) is a multi-donor trust fund managed by the World Bank, dedicated to accelerating the shift toward resilient, low-emission economies and communities. Playing a pivotal role in the Bank’s climate initiatives, the CSF fosters engagement with partner countries, ensuring that climate-related commitments translate into meaningful action.   

CSF Programs operate in three interconnected key areas:

Donors

The CSF's success to date is thanks to generous support from the German Federal Ministry of Economic Cooperation and Development (BMZ), the United Kingdom's Foreign, Commonwealth and Development Office (FCDO), the Austrian Federal Ministry of Finance (BMF), the Swiss State Secretary for Economic Affairs (SECO), Netherlands Ministry of Finance, United States Department of State, Luxembourg Ministry of Finance, and the Ministry of Economy, Finance and Industry of the Republic of France.

Partners

The CSF engages with numerous key partners to carry out its programs, leveraging their expertise to address complex challenges. This includes other MDBs, UN agencies, and the NDC Partnership and its institutional members, among others.
